As a kind of Computer-Supported coopera tive Work, Group DecisionSupport System has been placed great importa nce by ma ny academic agencieswith the informa tion techniq ue and Internet developing soon.Since GDSS was raised in the 1980s, foreign scholars on group decisionsupport system ha ve cond ucted a lot of resea rch. Many la rge companies usegroup decision support system to hold conferences or make importa nt decisions,and they ha ve crea ted huge economic benefits. In the group decision supportsystem, it provides not only a convenient communica tion way in internet for theparticipants, but also offers decision supports for them. As the burdensome workin master's paper eva lua ting for the universities , this paper gives a design forgroup decision support system in master's paper eva lua ting.On the basis of the researches for establishing principle and methods of papereva lua tion, the author listed common procedures in master's paper eva lua ting. Onthe other hand, the author analyses the scale of the experts for eva lua ting, theprinciples of the combined way, and the restrictions for the roles. During thebuild ing of the paper eva lua ting para meter fra mework and the origina l moda l, theauthor ana lyzed a great ma ny of dema nds in paper eva lua ting published byuniversities.The origina l moda l consists of paper qua lification eva lua ting and paperclassifica tion eva lua ting. In the first part, the author evalua tes paper with themethod of OWA, a kind of fuzzy natura l la ngua ge. While in the second part, theauthor implements the method of TOPSIS.Fina lly, the paper analyses the common procedures in the paper eva lua tinggroup decision support system, designs the system's fra mework and its ma infunction, and develops the meeting's control progress as well as the protocol andsupporting tools. Wha t is more, this paper improves Delphi model which has beenused in papers vetting control as well implements the system database designbased on the analysis for entities rela tionship of the paper eva lua ting groupdecision support system.
