Publics have more ways to express their opinions by the development of the Internet. The sense of rights-protection and public authorities supervision is getting stronger in this society. The local government has to bear the wills of its citizens——participating the public service and giving their opinions. Our country is in a key developing statement——getting not only a lot of chances, but also society conflicts and voices from different groups and classes with different interest. Network public sentiment, for its "barometer" and "pressure-reducing valve" function, becomes a more popular way to express views and feelings. But the response ability of the local government seems so weak in handling the Network public sentiment which exists more and more frequently. This situation will affect the image and legitimacy of the local government. Therefore, how to strengthen this kind of ability becomes a new topic to the administration of the local government.The following thesis researches on the response ability of the local government in handling the Network public sentiment, and finds ways to improve it by using the knowledge of Public management. Firstly, the research clearly defines "Network public sentiment", and summarizes the core abilities (the abilities of legitimacy, network-culture constructing, information managing, guiding and regulating, and crisis managing) that the local government needs to handle it. Secondly, the research shows the weakness and recent statement of its response ability, then analyzes the reason. In the end of the thesis, the writer offers some strategies about how to strengthen the response ability by improving the "software" and "hardware" construction, in order to help the obtainment of a human-based society with good governing in social managing innovation.
