At present, the wireless network communication technology has been developing rapid,and it has made mobile video surveillance system used widely. With the maturing domestic of3G network construction, especially the appearing of H.264, the mobile video has become a hottopic of the current surveillance market. Therefore, data processing and transmission of themobile video surveillance system is important.This paper details the design and realization of video data processing and transmission tomobile video surveillance system, and the actual test shows that the project has specific utility.Firstly, this paper analyzes the development and application prospects at home and abroad,focusing on the key technologies, including the cross-compiler environment of the systemrequired, the system’s overall architecture, streaming media communication technology, as wellas the SIP communication protocol. These have layed the foundation for development of thesystem.Then, this paper introduces the OSD technology, including hardware overlay and softwareoverlay. Hardware overlay mainly presents the realization of OSD based on the TW2835chip;software overlay recommend the realization of time information, GPS information and alarmsignal, and it has made a simple comparision of the client’s display.Finally, this paper describes the implementation of the RFC3984transmission protocol, anddetails H.264compression technology about data structure, coding and decoding. At the sametime, it highlights the RTP encapsulation and sending about H.264format data, and thereorganization of NAL package. In addition, it raises a method to resolve the mosaicphenomenon caused by network latency and packet loss.
