Mobile video surveillance technology is the video surveillance technology used on the mobile network and devices, whose purpose is to provide real-time video monitoring services for mobile terminals. It is the combination of the wireless network technology, streaming media technology and video surveillance technology. As it is not restricted by space and easy to deploy and use, Mobile video surveillance technology has become to be the research and application hotspots of the surveillance field.Compared to wired network surveillance, mobile video surveillance technology faces many challenges: a) the large amount of concurrent access; b) the diversity of mobile networks; c) deficiencies of the mobile networks; d) heterogeneity of mobile terminals; e) the inadequate performance of mobile terminal. These challenges greatly increase the difficulty of the design and implementation of the mobile video surveillance system. This paper studied the technical difficulties of the mobile surveillance technology from the point of view the practical requirements as following.This paper designed a distributed streaming-media delivery architecture to solve the large-scale concurrent access and the shortage of the server's network bandwidth; researched and improved quality of service control strategy for the streaming-media application to increase the real-time performance of the mobile surveillance; designed the client architecture with high scalability and low coupling; to decrease the difficulty of the client development and maintenance over terminals with different operating systems, proposed a common cross-platform client architecture with high portability; described related technologies and strategies of the streaming-media data reception by the client; discussed the special approach and optimization strategy for the mobile phones with low performance.We used Linux server and mobile phones with BREW and Windows Mobile platforms for the application and testing of the designed mobile video surveillance. Test results show the system is able to provide real-time video surveillance for large-scale concurrent users.
