With the vigorous development of China's communication technology, people's daily work and quality of life improved significantly, but also more demand driven,To meet the growing environment of work and life safety requirements of intelligence in recent years, the rapid development of video surveillance systems. Based on the traditional wired network video surveillance there is a lack of flexibility, mobility, works great shortcomings. To solve the above problem, based on wireless video surveillance network came into being, but at this stage most of the wireless video surveillance network is based on computers, computer drawback is inconvenient to carry, not easy to monitor the demand at any time, so easy to use portable phones seamless video monitoring more and more attention. After China officially entered the era of 3G, 3G network, building breakthrough of wireless bandwidth bottlenecks, while 3G mobile terminal itself, as enhanced processing power, but also for the handling of video surveillance to provide a good platform. Mobile video surveillance applications have been further widened, home monitoring, school monitoring and the development of small business attractions to regional monitoring.This thesis describes the research background, with the theoretical and practical value, presented the research objectives and key issues to be addressed. Then, introduced H.264 protocol, G.729 protocol, TCP / IP protocol, RTSP protocol, YUV video streaming, IP SAN storage features, advantages, and application. Based on the technology, build a mobile video surveillance of the general framework. Analysis of the various components of the main functions and the various parts of the key technology and equipment used to solve a large audio and video data storage problem, laid the foundation for the realization of the system.Then, the thesis described the monitoring center server components and functional modules function. Front-end video capture data to the monitoring center, and in response to customer requests for data transmission,control center server division of labor and cooperation in various functional modules to protect the normal operation of the whole system. To further enhance the quality of mobile video surveillance, the thesis focuses on the design of mobile phones with WINCE.NET4.2 platform media player. The player is designed to support multiple video formats, fully taking into account the software portability, and can be easily ported to LINUX and other operating systems. Mobile video surveillance for the further expansion possible.Finally, more than a year of system design are summarized and put forward suggestions for further improvement of the system, ,and system application prospect.
