Today, the Video Surveillance System characted by intuitionistic view and detailed contents, is applied in the domains of security , production , and etc. The Mobile Video Surveillance System can realize the surveillance of the objects and sites in mobile. This breaks through the limitation of fixed sites in traditional systems and will have a wide app-foreground in such fields as police, traffic, national defence, and etc.Nowadays, with the rapid development of mobile communication system, the two types of W-WAN(Wireless Wide Area Network) based on Packet Switch have been established completely in our country, one is GPRS and the other is CDMA1X. Making a comprehensive view of all kinds of the Mobile Video Surveillance System, we can sum up as follows:(l) During the system communication, the W-WAN is only used as a common network access to internet and some key technologies are missing. (2) Realization of the system in one model and the expensive price have limited the application and development of Mobile Video Surveillance System. In sum, it is key to be resolved that enhancement of application study of mobile video transport in W-WAN, design system in more model and provide one advanced system with little money.The research on GPRS includes the studies network architecture, protocol architecture and link characters. We notice that network GPRS network link have latency, error loss, and etc as wireless link, at the same time have large and sudden variations in packet transmission delays. So the tradition transport protocols like TCP and UDP aren't adapt to GPRS network link. For improving the transport performance in GPRS, We designed and realized one new stream transport protocol (STP) which base on UDP protocol. The STP protocol advanced in three ways: (1) A Hybrid ARQ after combining the go-back-N ARQ and S-ARQ is proposed for dealing with packet loss, through improving ACK frame STP protocol realized reentrant data transmit in one application dada unit. (2)Active throughput control: through detecting C/I we can estimate the available bandwidth in the network. The Active throughput control based on available bandwidth can prove the utilize of link. (3) Parallel Transport: Due to the low uplink data rate in currently GPRS network, STP protocol provides the support to parallel transport through introduce channels mechanism, so STP can be used in application where need rapid data rate. In generally, STP protocol have inherited the high performance from UDP protocol, at the same time, mended the unreliable of UDP protocol, realized the transport's data resume by order. At the end, The STP protocol introduces a novel method to deal with mobile video transport in GPRS.For the purpose of GPRS application, we design and realize one communication protocol stack which constructs with the protocols of STP, UDP, IP, and PPP(LCP, PAP, IPCP). This Stack has the features of compact code, high efficiency and stabilization, and the choice of flexible platform because of its low needs for hardware resources .can work in poor condition, the MCU used in system can be simple.In this thesis, we design one high performance Mobile Surveillance Camera at the low cost. In the Mobile Surveillance Camera we adopt the stack based on STP and construct with the controller, camera, the network controller and GPS receiver. In the design of Mobile Surveillance we deal with current pulse with high value through added capacitor and optimized the ground line distributing in PCB. In particular, we design one watchdog circuit in order to ensure Mobile Surveillance operation in reliable. After the Mobile Surveillance Camera accomplish, we test it from Guangzhou to Beijing along with rail. The test data accord with plan.In system communication design we face with the problem of Address terminal with reserved IP. Adapt to the system's transmission information asymmetry We achieve success based on introducing a novel schema which constructed with pulse packet transmission and remote awake. Through it system can provide a transparent application to user.The great advantage of this system is to enhance the quality and efficiency of the video transmission in GPRS network, decrease the resource waste to some extent. At the same, this system provides one economic and practical schema.
