Open Access Journals is not only different from the OA archiving as the same open access movement approaches, and also superior to the journals published in the traditional environment, so it makes some contribution to the current crisis. At this stage, there are mainly three types of open access journals:Full Open Access Journals, Partial Open Access Journals and Delayed Open Access Journals. The publishing of Open Access Journals is not only an independent system, also it is related to all aspects of communication. The booming Open Access Journals have already affected the relations stakeholders of exchange system, including researchers, traditional publishers, libraries research funding agencies. Speaking for the current construction situation, the developed countries have a great advantage comparing with developing countries, however, the developing countries such as India, Brazil’s economic achievements also commendable. But for our country the development of the Open Access Journals that is still worrying. Since the advantages of Open Access Journals advantages, many countries and governments have promulgated policies to support its development. The publishing model involves the core issue of funding, quality control, intellectual property. The user can obtain the required scientific research from free download in internet that does not mean there are no cost in publishing the Open Access Journals. To compensate for the cost of publication, Open Access Journals adopt author pays model, supplemented by other means. The pay model does not lead to the decline of the publicating paper quality,on the contrary, Open Access Journals are not only to use the traditional peer review system to control the quality, and also develops an open peer review system making use of interactive exchange network. From the perspective of use, OA publishing is to allow others to free use of a published research achievement, but it is not conflict with the current copyright law. In order to protect the related rights of the author better, the major OA publishers actively adopt Creative Commons License as standard agreement authorized by the authors.
