Open Access Journals (also referred to as OA journals) gradually developed into one of important media in scholarship communication media system since it came into being. Its continuous improvement of number, quality and influence promoted exchange and sharing of academic information tremendously and brought new opportunities for library resources development. However, "How to reuse OA journals" and "How to resolve copyright risk brought by OA journals licensing mode and libraries’legal status in reuse process" have become awkward challenges faced by libraries. In this paper, a detailed analysis about OA journal’s copyright risk and restriction was displayed. Based on investigation over demand of OA journal reuse and research on infringement risk of reuse by libraries, recommendations about risk aversion and right protection of OA journals reuse by libraries was presented to facilitate sustainable development of libraries’OA journals reuse services.The first chapter illustrated research background, research status, as well as purpose, significance, content and method. The second chapter described restrictions of copyright law, licensing agreement and publishers’policy to OA journals reuse. The third chapter investigated OA journals reuse’s key links, including navigation, catalogue, storage, retrieval integration and personalized service. Besides, we also arranged related procedure of OA journals reuse including information collection, process, storage, and service in this section. Chapter IV summarized correspondence among ways to reuse OA journals, law and licensing agreement, as well as, presented analysis of infringement risk in OA journals reuse process. It includes infringement risk due to obscure legal definition, excessive excerpts, improper website construction and prosecuting risk as a result of links which are too deep. In this chapter, we selected a typical case-DOAJ to analyze its copyright resolution strategy potential risk. Chapter V displayed recommendations to avoid risk in OA journals reuse process, such as insisting on principle of public welfare, performing obligations to review and guidance, distinguishing between user group and right protection advices, e. g., conducting positive negotiations and founding copyright protection workgroup. Chapter Ⅵ serves as the conclusion which summarized main points of this paper and suggestions for future study including moving forward to supplement policy research, distinguishing the types of libraries, innovating ways to reuse and refining reuse process. Meanwhile, we initially proposed a framework of operation regulation for libraries to reuse OA journals.
