With the wave of information technology, people shift their attention on information and rely on it unprecedentedly. Under this social background,this paper, follows two clues as micro and macro study to explore the experiences and practices of NSFC around the information management and information communication, with information as the core. It gives advices to perfect the information system by analyzing the barriers in the information management and information communication.The specific concept of NSFC information is affected by the location and function of NSFC and the Science Foundation Community. From Information management and information communication two angles, NSFC information can be divided into different types, with the functions as decision support, inform and service, management and coordination, public opinion supporting the operation of the whole system.The management of NSFC information is start by information exploring and collection. By analyzing the need, NSFC searches the information and saves in the data base. Then the processing and organization enriches the forms and types of information products, and enhances the value of information. And then leads by the principle of fair and share, NSFC allocates the information, so it can flow to the target. At last, the information needing people can get all kinds of information services from NSFC by information disclosure, self-help type service, mutual-help service, and active information service. The communication of information is initiated by communicators for different demands, and acted on the receiver generating micro and macro effects.During this procedure, the demand of communicator, the development of communication channels of NSFC itself and the media, the cognitive structure of the audience and information structure will affect the consequence.The macroscopically information system of NSFC has a solid foundation of the organizations, institutions and technological infrastructures. Its normal operation relies on the coordination of the information management and information communication subsystems. From the overall, there are problems as information resource allocation, the building of information service platforms, the handling of feedbacks, news and public relations, agenda setting, communication channels in a varying extent in present system, which need to be improved.There are suggestions for the improvement of information management system:①To implement a macro-allocation of information recourses from technology, institutions and environment building;②To build a one-stop information service platform by the integration of the technology, content and services;③To establish a feedback incentive mechanism and to build channels for feedbacks, thus improving the efficiency of feedback processing and the whole system. Suggestions to improve the information communication systems are:①To establish a news spokesman system, and to organize a professional public relations group;②To set the media agenda and to do public research actively so that to realize a coincidence of media and public agendas;③To enlarge the communication areas by unceasingly exploit new channels and information carriers.
