With the development of the3G telecommunications industry, the number of the base station and types of equipment which is needed to regulate and maintain are expanding. In order to improve the quality of the communication network and reduce the cost of operation and maintain, improve energy efficiency, China put forward management requirements on power equipment and environment monitoring system. Therefore this article design and achieve a kind of power equipment and environment monitoring system to regulate power equipment and its environment.This thesis firstly analyzes the development trend of power equipment and environment monitoring system at home and abroad, obtains the background and significance of the power equipment and environment monitoring system, analyzes some problems in the current monitoring system, according to the functions and requirements of the power equipment and environment monitoring system, combined with the monitoring system design principles and the related technical specifications, designs the overall design of power equipment and environment monitoring system. On the basis of the overall design on monitoring system, give the function of each module and the network topology. Monitoring system contain supervision center, supervision unit, supervision module. Supervision center is responsible for data management, supervision unit update and save data, supervision module is actuators of the system which include power equipment and environmental monitoring instrument and intelligent device protocol converter, this two devices is responsible for gathering and controlling signal, and then given the detailed hardware schematic of these two devices. Use the idea of modularization to complete the design of the software, the design task is clear to facilitate software maintenance. The monitoring module design uses the idea of modularization, the power equipment and the environment is seen as a "smart device", easier to follow-up expansion and maintenance. This thesis design a communication protocol which is simple, practical, has a strong openness. Analysis of the most widely usage of Ministry of Posts and Telecommunications protocol and Modbus protocol, explain protocol conversion principle. Finally introduce the software configuration and the specific functional interface of monitoring system, design the reliability of monitoring system.Currently, the monitoring system has been used in the base stations of Changsha telecommunications, which is running in good condition. This system can be applied in the telecommunications, banking, intelligent living community and so on.
