With the rapid development of science and technology throughout the world, computer technology is growing and being applied, which has brought great changes to human life. All sorts of information management system come up endlessly, integrate into every field in our life, and create huge economic benefits. Networked information management has become a effective management method in management layer of human society, and it gradually plays a more and more important role.Along with the international development of the economic and finance, the core competitiveness of the bank, to a certain extent, can determine the banking industry’s prospect in a country or a region. In addition, human resource is the lifeblood of contemporary commercial bank, and the human resources management is the cornerstone to its development. Salary management is the main components of human resource management, which is closely related to worker’s personal interests, such as, the salary system is fair or not, workers’satisfaction to welfare, and so on. Salary management also is associated with the benefit of the commercial bank and the human resource management efficiency, thus it determines the overall development of the commercial bank. At the present, commercial bank is so urgent to set up an effective, safe and intelligent salary information management system to realize the salary information management network, so as to improve the work efficiency of managers, inspire the enthusiasm of the employees, and improve the competitiveness of the bank.This paper analyzes the background of commercial bank salary information management system, the present development situation and the existing problems at home and abroad. The paper uses block diagram to describe the overall business and functions of salary system, and analyzes its general goals. B/S model, multi-layer structure and interactive way of each layer, are applied to determine the salary system framework. In detailed design of every module, their functions and operation process can be described by structure block and flow chart. In some function modules, we can use Agent to process information automatically, and make salary system more intelligent and effective. In this paper, the function modules of commercial bank salary information management system mainly includes, cost unit management module (including cost unit information tree management, cost unit list information management, inquiry of cost unit etc.), fundamental salary information management module (including management of salary based information set, information management of salary based information subset, inquiry of salary fundamental information etc.), salary accounting and issuing management module (including standard table settings, formula settings, accounts settings, salary checking management), personal income tax management module (including information setting of tax planning table, the parameter of tax planning table settings, the tax calculation, deferred account manager, employees self-help), welfare management module (including housing subsidies, enterprise annuity, flexible welfare management module), salary relationship management module (including salary relationship settings, transfer of salary relations, multi-source issue relationship settings).In the process of realizing every function module, we describe the operation process of these modules. We test the system and describe the detailed technology and the operation environment of the system.
