This article is based on the theoretical results of the media and cultural studies, after a investigation of the company of Shaanxi radio and television networks, to analysis the develop methods of the Shaanxi Broadcast&Network Intermediary (Group) CO.LTD., using the study methods of media cultural studies, sociology, and communication science. After China’s digital transition, Shaanxi Broadcast&Network Intermediary (Group) CO.LTD is not only the major domestic broadcast&network Intermediary operator, but also the cutting edge of the integration of telecommunications networks, cable TV networks and the internet based on the face that the China digital TV and integration of telecommunications networks is an important strategy in China’s new media promotion and spread, a research on China’s new media culture is an important way to know the Shaanxi Broadcast&Network Intermediary industry.Rooted in the classic media cultural theory at home and abroad, this article follows the idea of "people-orientation" and analyzes the media culture of Shaanxi broadcasting network industry in a broader sense of "people" environment. Using folksonomy, people in the media is divided into the crowd, the mass and the public, which have been identified in the literature without systematical discussion as in this paper. This particular folksonomy is based on the relation between people and the media. While the three parts of people intersect and interact, each of them plays a different role in the growth of the media. Consequently, as the benchmark of the development of China’s radio and television network industry, Shaanxi Broadcast&Network Intermediary (Group) CO.LTD. would need to jointly consider the three parts of people with differentiation, so that the media industry continues advancing according to the social development.
