The operator has normally fulfilled the network equilibrium well according to the gather of users and traffic distribution, while building the base station.But, if special cases or emergency emerges, for instance, ice or snow damage, significant assembly, important meeting, important competition and so on, namely unexpected irresistible faults occur in an area or the number of users and traffic flow of a specific area erupt, under these circumstances, the established mobile network cannot meet the requirements of business. Therefore, the operators need to dispatch the prepared emergency equipment and implement the contingency plan fast and accurately that ensure people’s communication to maximum.For performing emergency dispatch, it is essential for the operators to build unified emergency dispatch system in charged provinces and regions, unify emergency plans and manage emergency resources. The first to do during emergency dispatch is the accurate positioning of the emergency resource. Because the distribution feature of emergency resources conforms closely to the features of spatial geographic information, we can research and develop a unified emergency dispatch system with the aid of WebGIS technology. The system can achieve the united start of the emergency resource dispatch system, guarantee efficient command and dispatch for the emergency, improve the emergency capabilities of mobile communication and play an extremely important role in lightening the network pressure.Geographic information system is progressively advancing through many fields, the website geographic information system, which integrates GIS and Internet based on B/S mode, has developed. This thesis will card the powerful application of WebGIS in modern society, and define and substantialize WebGIS and the major WebGIS servers and the development means. During study, first, the author analyzes the current WebGIS platforms and the theory of distributed computing technology implements the WebGIS platform, and explores into the design and development of WebGIS system. Then, the author employs J2EE, an enterprise computing infrastructure, to study the WebGIS based on J2EE; the present major architectures and development technology of WebGIS; the main technology of J2EE; the foreground implementation techniques, such as Ajax, ExtJS and JQuery, popularly used in Web development; and the fundamental principles and correlated techniques of MapXtreme for Java. Finally, the author implements an emergency dispatch system of WebGIS based on J2EE, which makes the centralized management of provincial emergency plans available to the communication companies, presents the important faults on electronic map unitedly, pictures the emergency resource distributions on electronic map, and implements the dynamic monitoring of emergency resource dispatch process by the direct-viewing mode of electronic map. |
