Design And Implementation Of A J2EE-based Emergency Command And Dispatch System

In public places where people are concentrated,sudden public safety incidents such as fires and stampedes often require information exchange and cooperation among various emergency departments to better protect people's lives and property.Therefore,the realization of such functions as "emergency command" is particularly important.The traditional emergency command and dispatch system has big flaws in the design and technology implementation thus it can not meet the needs of high intelligence and high informationization in modern emergency command and dispatch.It is mainly reflected in the fact that the duty personnel can't give effective response quickly and accurately in emergency response Judgment.In summary,a new type of intelligent emergency command and dispatch system is of particularly necessity.The research results of relevant issues are summarized and analyzed first.And the fact that there are many problems in the research on the emergency command and dispatch system's development of informatization and intelligence at this stage is pointed out.Thus a new solution which uses Internet technology to realize informatization and intelligence of the emergency command and dispatch system is put forward.In this paper,a demand analysis on the emergency command and dispatch system is conducted first as well as the use case diagram of different roles in the system with the UML object-oriented modeling technology.Then the system is divided into architecture design and function module.An architecture based on J2 EE technology and MVC design pattern is established,and the system is divided into eight modules according to function.According to the system design,the paper give a detail description of the implementation of the emergency command and dispatch system then implements modules by using technologies such as Spring MVC framework,Angular JS framework and Arc GIS platform.Finally,the test process and analysis of test results are presented with some test cases and test results is analyzed.The implementation of emergency command and dispatch system has effectively improved the office efficiency of emergency management commander and strengthened the supervision of potential safety hazards in public places.Therefore,it provided strong protection for people's life and property and provides a new solution for early warning and emergency command.
