The scale of coal mining all over the country has grown so quickly that the mined coal beds have gone deeper and deeper. The deeper coal beds go, the more goal gas encounter, besides which some coal enterprises run riskily disregarding security warnings of gas, and some of them even operate without gas monitoring systems. All those above mentioned result in the severe coal-gas explosion that occurred occasionally over the country. Therefore, a better monitoring system is necessary to reduce the damage and secure the production.The area that current monitoring systems available monitor is constricted to the mining area, which actually is not enough. The thesis proposes a three-level coal-gas monitoring system based on WebGIS. This system transfers all the data collected in the miningshafts to the higher-level monitoring department, which realizes the county monitoring department, the municipal monitoring department and the provincial monitoring center three-level monitoring system to improve the management of the coal mining security.All the techniques to achieve the solution come from the WebGIS based on J2EE architecture. After the study and analysis of WebGIS, we compare in details the several ways to implement the WebGIS. To eliminate the backwards and disadvantages of the existing systems and reinforce the system at minimum cost, a solution based on J2EE is proposed. And the core techniques involved in the system are analyzed and discussed comprehensively. At the end of this thesis, the predictions and expectations on the three-level monitoring systems are listed.
