The 21st century is the information age. The work pace has been a qualitative leap over the last century. Information transmission and aggregation will directly affect the level of efficiency. The rapid development of computer technology, network communication technology, multimedia technology, database technology and automation technology provides a powerful technical support for the realization of scientific and technological project management system. An online project management system using C# language of the platform of Studio.NET 2008 and B/S structure is developed based on the computer network technology and ideas of software engineering and UML.The project applicants, organizations, experts, management agencies can be assisted by the collaborative management of projects. The process, institutionalized, standardized management of project application, review, acceptance, achievements is realized in this paper. The information is transmitted by networks. The time consumption of routing affair is reduced. The environment of coordination office is created. It will be more convenient for applicant to apply for project reporting, project information to view, maintain their own information. Meanwhile, it will be more convenient for organization and management agencies to manage the process of projects and track the application of projects. The efficiency can be greatly improved.The main work and realizing technology of each segment of the system developing is introduced in the paper. Binding structure and the use case diagram, the system function requirements and feasibility are analyzed. The system architecture and the database are introduced in the stage of overall designing. Then in the stage of detail designing, the system modules are described using class diagram, sequence diagram and activity diagram program. Finally, the unit testing, integration testing and system testing are completed. The testing results indicated that the designing objective is realized in the system and it can satisfy the requirements of technology projects management.
