The Design And Implementation Of The Government Investment Project Evaluation And Management System

The rapid development of the e-government affairs has brought about an important reform in the government office. The assessment and management of the government investment project play a very important role in strengthening the supervision system of the project fund and standardizing the project management, among which, the management of the engineering cost is greatly helpful for the rational use of the government investment. Therefore, by introducing the information technology to the government investment assessing and managing system, the financial monitoring system, the assessment and management operation procedure, and the work efficiency have all been largely improved. Based upon the present situation of the e-government affairs both at home and abroad, and according to the existing government investment management system, this paper tries to real in detail the whole working procedure of the government investment assessment centre and thus to introduce an improved working procedure that can be used in a more common way.One of the aim in this paper is to show the Web program, which is mainly designed for the government investment assessment affairs. It tries to build up the B/S application platform on the NET through the C # programming language, which will mainly serve the windows users. The AJAX technique will be employed to realize the user friendly mutual exchange, while the Microsoft SQL Server 2005 will be used to realize the database service. We aim to make the program perfect in structure and easy in reading. Different from the traditional e-affairs, this platform, by strictly following the working affairs, is designed especially according to each assessing steps of the procedure. Another different aspect from the traditional e-affairs is that this system is driven by the different roles which have been set up with a more mature safety technique.This paper has shown the analysis of the eager demand for the government investment management and introduced the whole design of the corresponding program in detail. Meanwhile, the flow diagram and sequence chart of the functional module are provided quite in detail in this paper, which include the database design and the corecode which is very important for the program quality. The main interface and the test results are also briefly revealed in this paper.The assessing and management system of the government investment affairs introduced in this paper is a localization reform based upon the relevant design both at home and abroad. It definitely will have a positive effect upon the new insights in the e-affairs area.
