To further reinforce the operation,supervision and administration methods ofHenan aluminum CO., LTD, to raise the level of moderation management, to improvework efficiency of Human Resource Management of HAC, and it becomes a projectto establish an information system. In order to transfer functions such as informationgathering,submission,management,and assess to LAN, nowadays many enterprisesbuild information network, but there are still some problems about the network, such aslack of pertinences,and standards. This paper focuses on the existing problems ofperformance assessment considering about the actual situation and implementation ofOA information handling system of HAC, designes performance assessment system forHAC after investigating the current situation of performance assessment system ofhuman resources management for China’s state-owned enterprises. This project studiesthe safety,distributed management and performance optimization of Oracle databaseand the technology of java thoroughly, and at last it carries out an implementationmethod, and applies it in practice.The performance assessment system of human resources management for HAC isnearly completed; it has very good performance and meets the requirement of humanresources management of HAC. After three months of evaluation, it has put into usedofficially. This system will release users form the heavy work flow of human resourcesinformation collection and make their daily work being changed to a new way.This system has the following performance:1. Implement all-directional assessment.2. Use B/S framework which has good performance at maneuverability,Maintainability, and easy to update software, to avoid potential safety hazard.3. The system keeps some original working method, so it can be easily spread andimplemented.4. The system avoids repeat data and junk data.The development and usage of this system will meet the requirement of humanresource management of CRIC greatly, and it can bring good social consequences.
