With the booming development in science and technology in modern society, theusing of computers and other high technology in production, management and otherfields of work is imperative. The advantage of computer in human resourcemanagement has become increasingly prominent. Enterprises and institutions in manykinds of fields have been established using human resource management system formanaging personnel information of employees. At the same time, all levels ofgovernments have extensive use of human resource management to conform to socialand technological development. Efficient use of computers which supports thegovernment to complete the daily affairs of personnel management is required to adaptto the modern system. Computer management has many advantages, such as retrievalfast, easiness to ues, high reliability, large memory capacity, security and good, long lifeand low cost. These advantages can greatly improve not only the efficiency of personnelmanagement, but also for scientific and standardized management, and an importantcondition for integration with the world. The human resource management will requirethe appropriate human resource management system to support.In this paper, after researching of actual situation of LuXian County PropagandaDepartment, we have comminated with the leaders associated departments, and weagreed that the development of Luxian County Propaganda Department human resourcemanagement system for improving the efficiency of the human resource management,which will have great benefit, and the informations can be open, transparent, greatly andreducing the human cost of management.In this paper, after the detailed analysis of Luxian County Department ofPropaganda and system requirements, while considering the Luxian county propagandadepartment personnel management system software and hardware resources needed, wefinally decided to use SQL Server2000database as the system development platform,using Microsoft Visual Basic6.0as the system development platform.The human resource management system of Luxian county publicity department iscomposed by the master program, performance functions, and system maintenance. Performance functions include four modules: departments set module, staff informationmanagement module, staff time and attendance management module, payroll module. Inthis article, all four modules and databases are designed in detaile, and the systemimplementation and system testing are based on these. Test results show that the humanresource management system of Luxian county publicity department meets therequirements of Luxian county publicity department management, and the system hasgood stability.However, due to shorter design time, the human resource management system ofLuxian county publicity department also has some disadvantages, such as the userinterface is not beautiful, and error handling is not enough time. Many other issues to befurther improved I will continue in future work efforts.
