Design And Implementation Of Sichuan Power Grid Project Cost Management System

In recent years, with the strengthening of the construction engineering technologyand the management of the State Grid Corporation and provincial power companies,infrastructure Department has improved the cost management approach constantly, andhas developed a standardized management sustem. In order to promote the work of theprovincial company power grid project cost management to be on the way to be morescientific, standardized, and improve the project cost management to be a fast, efficient,level, we have deveoped a Sichuan provincial power gird project cost managementsystem with the support of the Sichuan Electric Power Company.According to the state of the art and some problems of Sichuan Power Grid CostManagement, a comprehensive demand analysis of the technical requirements has beendone, and the main function modules were mainly highlighted. The system adopts B/Sstructure, the Windows2003ServerR2Chinese Enterprise Edition operating system andOracle10g for Windows database, the management of all stages and the audit approvalof the various versions were achieved by workflow, the performance of the softwarewas imporoved by Memcached shared memory management. System architecture andfunctional modules were analyzed and designed respectively, the twelve functionalmodules includes my work, transmission and distribution management, estimatedbudget for the management, budget management, change management, materialsmanagement and so on. We have made a show of the developed system and each of thefunctions has been introduced briefly, Finally, system testing, trial operation andmaintenance work were discussed comprehensively.Since the system was on line operation, it has produced so much favourablecommment from customers, not only has the successful application of the system madethe Sichuan Electric Power Company Cost Management be greatly enhanced, andcompletely to be on a new level, but also it has improved the work efficiency, providedcomprehensive support for the Sichuan Power Grid Project Cost Management andenabled it towards the standardized and scientific way to meet the State regulations. Nomatter from interface design to functional design, we make rationalization, practicality and humane as the design principle, this system is practical and versatile to someextent, what’s more, it has a broad market prospect, and can bring remarkable social andeconomic benefits in the near future.
