With the development of the scale of the mobile communication technology andnetwork，the requirement of network management is sustainable growth.It’s veryimportant that the sustainable development and building of the network managementsystem. Network performance management as a part of network management plays anvery important role in the whole system. The author with many years of experience inoperation and maintenance,design and implement a active monitoring system thatcollecting，processing and dynamically displaying different types of network elementperformance data.Firstly,the thesis introduces the current situation of network management systemand the existing issue，such as the multiplicity of network management terminal and thelatency of fault detection.Secondly, the architecture of active monitoring system isputted forward by TMN theory,the demand of FJMCC.The architecture classify thestructure of the system into collecting layer,processing layer,application layer.Thefunction of the key modules of every layer be explained.And matrix monitoring,tendency chart,instument chart,baseline alarm viewing is showed.The system has been formerly used after testing，and it gives correct results asdesigned.The system provides an effective way to check network.At last,the thesispoints out the defect of the system and improvement aim, hopes to offer reference forimprovement in future.
