Theoretical research of Chinese civil service examination system was started in theearly1980of the20th century, was developed on the basis of theoretical study on thecivil service. Some academics and workers begin to practice the theoretical research ontheoretical study on civil service, but also involve the study of civil service examinationsystem. But by access to books and repeated queries on the Internet, researchmonographs about the civil service examination found to be not much morecomprehensive, in-depth, nor the systems theory article11rich.With the in-depthdevelopment of the assessment work, problems and contradictions accompanying,evaluation of the implementation of the civil service from many areas of resistance.Although the Government and the community are very concerned about, but too few doin-depth studies of, so that currently do not go far enough, the study of the work system,the difficulty is quite large. Particularly with regard to tax research on the system ofcivil service examination system is not enough.With software engineering theory as the theoretical basis of the system, useMicrosoft.NET as system architecture platform, providing a very good foundation forapplication development platform, making it easier to build network applications andnetwork services, to make building. NET Web application in architecture has goodscalability, reliability, security, and manageability. And, depending on the softwarerequirements and usage by developers, and taking into account compatibility withexisting administrative office platform, the system uses a. NET Framework2technology platform for the schema.In the process of design and development of theentire system, focus on the following issues:Assessment as part of the day-to-daymanagement of the civil service, in conjunction with other administrative informationmanagement system.How to clear hierarchical design system, through the hierarchicalmode each logical functions dispersed as a component to a different logical level, thusgreatly improving the reusability of applications, scalability, robustness, and security, isanother important issue to be solved in the development work;How to abstract some ofthe key class in the system design, is the third key issue to be solved. Practice proves that the civil servant’s performance assessment system of nationaltax running effect is good, not only greatly improve the efficiency of the national taxinstitutions, but also for the government management personnel to provide an effectiveconvenient information management platform, to the national tax civil servants dailymanagement of information construction has greatly promoted role.
