Research and development(R&D) management is the important part of the colleges’ issues. It directly influences on the outcome of the R&D. But scientific management needs the systematic obtaining of the information from all the concerning researchers and their units. With the upgrading on the scale and level of R&D, E-managing is becoming the urgent requirement..On the basis of reviewing a number of R&D management information systems(MIS) of institutions of higher education, this dissertation analyses the R&D MIS requirements of the agricultural and forestry research institutions, defines the system’s operators classes, the concerning branches and their relationships, analyses the functional requirements and the corresponding business processes. With these, the dissertation founds the systematic model fo the R&DMIS, and discusses the system architecture. It sets emphasis on R&D management issues such as projects, funds, achievements, academic activities, R&D organizations, R&D archives, etc. The dissertation analysizes the issues’ work flow and the function design in details.According to the characteristics of the research project of agricultural and forestry research institutions, the dissertation suggests to adopt categorized management with the projects and the research achievements, advances three mechnisms for projects proposals:plan-driven proposal, task-driven proposal and innovation-driven proposal. For the massive using of the instant messenger, the dissertation also provides a user verification via QQ scheme. These suggestions will promote the convenience and efficiency of the MIS.The archievements of the dissertation laid a solid foundation for the development of a perfect R&DMIS for the agricultural and forestry research institutions. With the MIS, we can effectively manage and monitor the R&D funds, easily retrieve and sum the projects and achievements.
