Forest resources play a critical role in China's economic construction and environment maintenance. Six comprehensive and systematic inventories of forest resources have been gonging on since the founding of our country. It is a complex, integrated environmental monitoring in traditional forest resource monitoring, and routine monitoring in general always spends a lot of human and financial resources with long time which often takes months or even years. So it is poor in time efficiency. With the development of forestry information, the application of new technology in forest resource monitoring becomes the only way of implementing sustainable development of forest resource. It has been paid more attention that Geography Information System, Global Position System, Remote Sensing, Web technology and their integration are applied scientifically in forest resource monitoring.The aim is to develop digital forestry WebGIS with the high-tech project in Jiangsu Province "The Research of Forest Resource Monitoring and Management in Jiangsu Province Based on 3S and Web Technology" (project No. BC2005328) in this thesis. The development platform is based on ArcGIS Server and .Net. The spatial data, that forestry information which is extracted from after pretreatment remote sensing images, and attributes data are stored in ArcSDE and SQL Server. This way achieves the integration of spatial data and attributes data. This system achieves the releasing, browsing and querying of forest resources information, what's more, the management and maintenance of forestry data. It's convenient for the decision-makers to understand the distribution, development and status quo of forest resource timely, and finally make decision.In the previous chapters, the traditional way of forest resource inventory is described in this thesis. The significance of the application of 3S technology on implement of forest resource inventory is expanded. Then the basic principle and related technology of WebGIS which provides the theoretic and technical bases for developing "Digital Forestry WebGIS Management System Based On 3S Technology" are analyzed in this thesis. Next, the design of archetypal system and the realization of function modules are brought forward. At last the summarization and expectation are made.In this system remote sensing data is used and the secondary development way based on GIS components. These all make accessing and updating forest resources information, as well as the system development and maintenance more convenient and rapid.
