In recent years, the scale of China’s forest resources survey unceasingly expands, the classified management, public welfare forest protection measures unceasingly thorough, forestry information constantly increasing, so using hand-finishing, statistical summaries, storage management and other methods have been unable to meet the needs of the forestry sector following the hand-finishing. Forestry administration system based on the geographical information system of forest resources, will achieve cutting quota, wood cutting, job acceptance, sales of transport links in the process of comprehensive information management, which can greatly with Forestry Administration of Real-time information exchange and administrative services. For further to improve the forest management and enhance work efficiency, the forest resources in Weifang City Council raised higher requirements which requires the ability to timely and accurately reflect the forestry administration situation, greatly improved the quality and level of forest management. The system is responsible for supervising and monitoring the city’s forestry resources’ growth and decline, organizing the implementation of the forestry resources survey, planning and designing dynamic monitoring and management work, so the design and implementation of a forestry administration system is of very great significance.This article uses UML standard modeling language to describe the system design and implementation of procedures and adopt the object-oriented analysis of design thinking. In the requirements analysis stage, first of all, the system are reviewed and the system data are analyzed. This paper introduces the system user group and functions of the system construction and makes system functions use case analysis. In the system design phase, this paper introduces the technical route system construction, system function structure design and forest management processes; through the design of class and timing diagrams described the detailed design of the system and introduced the system database design. In system implementation stage, described the system implementation function, and displayed the system function to realize the code; System testing stage described the system function test cases and finally summarized the work on this article.According to the demand for system analysis, system decided to adopt B/S structure mode. Using the JAVA language, the JSP technology and the advanced J2EE technology, using the information technology management, the B/S structure mode improve the knowledge management level of service and to establish a fast reaction mechanism in Forestry Administration. View the forestry administration in a timely manner and improve the efficiency of Forestry Administration, the business operation of the forestry administration departments more productive, more efficient, and create high value for a variety of different types of businesses of all sizes.The Forest Administration system of Weifang City consists mainly of forest the Warrants management, land transfer management, forest management and harvesting management, forest administration law enforcement management, business processing enterprise management, woodland management, timber transport management, statistical reports and Conditions query, thematic maps output and query system and the system of management and other functional modules.Collaboration between the various modules, Weifang City Forest Administration work completed.The operation of the system basically satisfied the user’s demand, realized the forest management functional requirements, improved management level of forest management and management efficiency, thus Forestry Administration easier to control and reduced the intensity of Forestry staff.
