Frequency resource is a kind of limited natural resources. With the progress of science and technology, radio traffic and technology obtained the rapid development, and led to a severe shortage of radio frequency resources. We now face the greatest difficulties, is how to solve the shortage of radio frequency resources, and rational use of the resources. Therefore, we use the radio frequency at the same time must be rational planning, to ensure the normal operation and development of radio business.In radio management business, frequency planning is one of the main parts, the frequency planning is to realize the growing radio user frequency requirement, thereby effectively dividing and allocating the radio frequency, guide the radio business development, encourage new radio technology and business use, improves the spectrum utilization rate, is the foundation to realization of the frequency assignment, assignment and station management, it’s provided with forward-looking and guide.The research object of this paper is the frequency planning, analysis of the400MHz band in different environment propagation characteristics, and compared with the focus on different modulation modulation technology. In the usual frequency planning principle as the foundation, with reference to the tutor published papers, put forward specific400MHz frequency planning in Yunnan province.Firstly, this paper analyzes the radio-wave propagation characteristic, and put it as the basis for analysis of400MHz frequency bands at different propagation environment propagation characteristics, as the research starting point.Then, in order to improve the utilization of frequency spectrum, this paper makes an analysis of some anti interference is strong, good BER performance, high utilization of the spectrum of the advanced digital modulation technology.In this paper, the main research and analysis of the DQPSK and π/4-DQPSK modulation technology, to confirm can further reduce the bandwidth.Next, based on the general theories of frequency planning, analysis of the frequency distribution of general classification, the concepe of frequency distribution and frequency assignment, as well as the country and each province, municipality directly under the central government in frequency planning should follow the principles and general methods.Finally, detailed division of Yunnan province400MHz band, specific distribution of the railway, no master intercom services and other special service frequency points. And,by the end of traffic of Kunming city orbit special wireless communication frequency using the program as a specific example, to explain the frequency planning of the concrete work.
