Radio spectrum is a very limited national resource, which is the basis for all radio communications. In today's rapid development of radio communication, user communication unlimited demands and the limited resources between the frequency has formed a pair of sharp contradictions. Meanwhile, the radio frequency resources with space, time and frequency of three-dimensional features, it spreads freely in the administrative regions and national boundaries. It is vulnerable to the spread of contamination and interference. Therefore, it must be effectively managed for effective use.This paper discusses the work in the 150MHz, 400MHz radio frequency band-specific assignment of planning and research. The principal tasks and improvements are as follows:1,Describe the propagation characteristics of radio waves and commonly used radio waves propagation loss models, based on the transmission characteristics of digital special radio,select the Okumura model to calculate the transmission distance of digital private radio. It describes the frequency management of the electromagnetic compatibility; there is an emphasis on the interference of electromagnetic compatibility problems were introduced, and analysis and computation the major interference in a frequency distribution.2,Analyzed special radio frequency resources and users'needs, including analysis of analog radio communication status, the number of new private radio frequency planning classification, the frequency condition of Walkie-talkie users and demand research& analysis of the user of the digital private radio in Guangdong Province。3,Proposed 150MHz\400MHz radio frequency band dedicated division scheme and assignment methods; Today's radio users are most analog radio users, from analog to digital transition will take some time. Therefore, we propose the evolution of analog radio to digital radio frequency allocation scheme.
