In recent years, the rise of "The Internet of things" technology has become a worldwide trend. In our country, the subject has risen to the height of the national strategy, many scientific and technological enterprises have benefited from the support of government policies, got into the scientific and technological industrialization process. This industry will be a huge industrial chain involving all walks of the national economy, and every domain in society and life. Our country has determined the future content in development direction for "The Internet of things", which is improving the people’s livelihood, convenient the people, improving the quality of life and people’s happiness. In fact there have been some real applications of this technolodgy in our side. More and more "intelligent" concept has been thrown into people’s daily life. We can say that human has entered into an unprecedented intelligent society, such as intelligent transportation, intelligent home, intelligent building, intelligent medical, intelligent judicial, intelligent enterprise, and intelligent life and so on. An "intelligent civilization" picture is scrolling to each individual; this is an intelligent era that is much more brilliant and attractive than oil civilization and power civilization. In the application background of "intelligent medical", this paper designed and implemented the new intelligent monitoring system. Along with the development of computer, network, storage and chip technology, video monitoring technology has got rapid development too, from the early simulation video monitoring, the middle digital video monitoring, to the current intelligent network video monitoring technology, the product has been upgrading constantly, the structure has been changing constantly, the function has been improving constantly, and the application field has been expanding constantly. Compared with the conventional methods for monitoring system, this paper used the embedded video platform and mobile video monitoring technology innovatively, and collected Android platform as monitoring terminal. In the process, many technolodgies have been integrated, such as:computer, network, communication and video compression. The specific works are as follows:Build the system’s video collection platform, using ARM11chip S3C6410as processor, and the embedded Linux system as operation system. Write the video collection programs, during the video data collection, code the datas through H264video coding technology, finally send them to net through the network card; Build the monitoring terminal in Android platform, transplant the open source decoder FFmpeg into it, write video broadcast program based on the Android system, which used JNI technolodgy, finally design the UI interface.In the process of this paper, relevant source code and the operation of the processes were provided, make adjustment and testing for system, achived ideal result, and basically realized the functions which the system should have. Finally made a summary and outlook for this paper and all the works. Through discussion, this paper proved once again that:Mobile video monitoring has extensive application value in "Intelligent medical", even in current society of "the internet of things".
