The emergence of the mobile communication terminal as the communications andcomputer industry’s fused product provides a promise for the design andimplementation of mobile video monitoring system. In recent years, the rapiddevelopment of video compression and intelligent mobile phone technology makes therealization of mobile video monitoring technology become possible.The main work of this thesis is to design and implement a complete set of mobilevideo monitoring system base on Android mobile phone. The system used the popularandroid phone as the client to replace the expensive camera, which collects video dataand sends the collected data by the H264real time encoding to the back end monitoringcenter. The system package the video data using RTP agreement to ensure the real time,availability and reliability. In the view of the server’s CPU processing capability islimited, this system uses the DXVA hardware acceleration technology and makes thecomplex video decode operations be operated by the GPU graphics which greatlyreduces CPU load, improves the efficiency of video decoding and successfullyimplemented the function that play the16way720P and6way1080P real time videosmoothly in the server end.The system doesn’t like the common video monitoring systems which collect thevideo data and send them to the server all the time, the client begin to capture andtransmit only when the hot video is found, the server will automatically start the alarmfunction to inform the monitoring personnel when the client data arrive, this way notonly saves the mount of network transmission and hard storage’s data, but also greatlysave the human resources. Due to the mobility of the phone, the system enables themonitoring to become ubiquitous, anytime, anywhere, as long as there is a hot video,the data can be sent to the server in a timely manner. The system can be used in theemergency cases where there is no fixed camera around, but the witness can collect thereal time video data and send them to backend monitoring room in order to notifypromptly the relevant personnel to take measures.At present, the most of mobile video monitoring system used Android phones as the terminal that receive and watch video, rarely capture and send video data viaandroid phones. But, in view of the many advantages, so to design and implement sucha system has a certain value and signification.
