The rapid development of information technology, especially the computertechnology entails a great transformation of the pattern both in work and lifestyle. People have been increasingly dependent on the convenience brought byinformation technology. Those computer technical assistance manual worksuch as Computer-aided design (CAD), computer-aided manufacturing (CAM)and computer-aided engineering (CAE) have increasingly become an integralpart of work techniques.China’s forestry administrative law enforcement departments, especially theprimary administrative law enforcement departments, have confronted manyproblems such as inadequacy officers, low quality of officers, short of lawenforcement fund and improper preservation of paper documents, etc. It is asubject aiming at the solution faced by SuihuaForestry Bureau in administrative law enforcement.Suihua located in middle-south of Heilongjiang Province, SongnenPlain of Hulan River basin. The forestland covers an area of12000000mu, and the forest reserves covers an area of14million cubicmeters. Suihua City Forestry Bureau of the administrative penalty still remainsin the manual level, a fact which of low working efficiency, low propriety ofcase files, the lack of internal control means of eligible for law enforcement,penalties permissions, and case processing. Procedural errors may lead tolosing the status of the executive. An administrative penalties system made forSuihua Forestry to enhance the administrative penalty process specificationsand to improve work efficiency is quite urgent for Suihua City ForestryBureau. Distinct from foreign institutional leads the shortage of similar system files.At present, some companies have developed a software with administrativepenalty function, however, most of the software on market can only producelaw documents yet without regulation and control of law enforcement process,and still no online approval process functions. Most of the systems are basedon C/S structure, which should be improved in simplicity and flexibility.Besides, such fully functional systems with B/S structure are relatively rare asfor now. Thus a system with both C/S and B/S network structure is surelynecessary for Suihua City Forestry Bureau.The author did research under the requirement of Suihua Forestry in theactual business, organized and collected the relevant documents, develop asoftware with functions of setting up the database of the administrativepenalty, developing the administrative penalty, the management system of lawenforcement personnel, administrative case management, administrativecases, statistical analysis of legal regulations library and systemmanagement. With such kind of source, and by the internal LAN of SuihuaForestry, the ideal can be achieved as a platform establishing two structures ofC/S and B/S which also meet the demand of forestry punishment businessprocesses in this essay.Easy operation, flexibility, maintainability, security and confidentiality arethe principles of design. It aims to establish a five-module system ofinformation management for staff management, administrative enforcementlaws and regulations library, administrative and law enforcement casemanagement, statistical analysis management and system management.This system aims to solve the current problems which Suihua Forestry faces.The system would provide different services for different users: for theinternal LAN users, it would provide data entry, maintenance, query statisticsfunctions; for users on the internet, the system would provide non-forestrystaff web browsing data and other administrative affairs data, and site data maintenance function to the forestry staff. Therefore, the system requires twostructures of C/S and B/S. Users in the internal LAN need to install the clientprogram to access the system; LAN and WAN data need logical isolation.After checking up the data which could be open to the public, the systemwould set up a regular data synchronization mechanism to make sure the“inside” database could send update data to the “outside” at a certain time.This system should be divided into the following sections according to thedata: personnel management, case management, laws and regulation data, spotpunishment data and system management. Data of the system are available tothe staff through client program; and through the PHP pages when outside theLAN. Within and outside the network are completely physically isolated, andintranet users need to install a client software to access the system.This subject aims at setting up Suihua Forestry administrative informationsystem. It is a system of object-oriented design, taking PHP andApache Tools for web development; and SQL Server2005for thedatabase. The system has C/S and B/S structures to meet the needs of differentusers. This muhi-layer component system was divided into six according tofunction level: physical layer, including hardware devices and networkequipment to support the system; system layer, including operating system anddatabase software system; data layer, which is the so-called“database”; application support layer, including the integration of environmentand LAN; application layer, which is the system itself; user layer, businessprocessing terminal and user composition, completion of data collection anddata output.This system solved the difficulties and problems encountered in realadministrative work and received good response in practice.
