In recently years, with the development of born-digital journals, they become more and more important, libraries are also aware of this, university libraries begin to use them as collections. However, the quality of born-digital journals is not uniform, the construction level of born-digital journals collections is different, so how to ensure the quality of born-digital journals collections become an important issue. There are some progress studies on quality control and evaluation of born-digital journals, but there is no study on quality control of born-digital journals collections, and there is not specifically evaluation indexs about born-digital journals collections. Inspired by this, this paper construct the university library’s born-digital journals collections evaluation indexs, in order to control the quality of born-digital journals collections.This paper is divided into four parts altogether. Firstly, discuss the development situation and characteristics of born-digital journals, analysis the quality of born-digital journals; secondly, summarize some main forms of our country university library digital journals collections construction, then organize the specific process of born-digital journals collections, provide a basic framework for building a evaluation index system of born-digital journals collections; thirdly, analysis the study results of journals evaluation and collections evaluation, construct the first draft of the born-digital journals collections evaluation index system, then modify the description of indexs by Delphi method and set the weight of indexs by AHP; at last, on the basic of the evaluation index system, study the quality control of born-digital journals collections, use born-digital journals collections evaluation index system to evaluate the Open Access resource library of Dalian University of Technology and the Open access journals integration platform of Xi’an Jiao Tong University, expect to provide certain reference for the development of born-digital journals collections.
