This paper is based on a great deal of information insulting and web site browsing. The definition, characteristics, type, development, organization and serve model of electronic journal and network electronic journals were introduced here. The problem of homogenization was emphasized here too.In the aspect of quality evaluation for electronic journal, its definition, necessity and difficulty of research in nowadays were introduced. The common evaluating indicators at home and abroad such as Impact Factor, Immediacy Index, Total Cites, Cited Half-life and Articles were analyzed. The database of SDOS,Springer Link and OVID were selected as samples for Example Analysis of quality research for the introduced database. Satisfaction measurement was used to evaluate the SDOS's quality. The investigation results showed that the TOP evaluation wad satisfactory. The prices of the databases were expected to being reduced and the service more human. The quality of three databases in cost-effectiveness was judged by benefit analysis.A lot of suggestions for medical electronic journals were offered in this paper, such as the applied range of quality research for electronic journal being enlarged; multivariated and multiple service system of foreign language journal being established; reasonable, legal and effective academic status of network electronic journals being instituted. The use of resource of medical electronic journal should be more plentiful and reasonable.
