With the development of digitization, networking, and other modern information communication technologies, various modes of digital information dissemination emerge constantly. Especially in the spread of scientific research achievements, the traditional publication modes of academic journals are confronted with severe challenges. In the transformation process from the traditional to the modern mode of dissemination, the academic journals have to confront and address a series of deep-seated problems, including issues about the editorial subject and object, the editorial concepts and workflow, the authors and readers, the evaluation and operation and so on. These issues can be summarized into two aspects, one is how to evaluate the quality of an academic journal and the other is how to establish a new management model. These are the main research topics of this paper.In terms of traditional academic journals, electronic journals, and open access (OA) journals, this paper utilizes variety of research methods comprehensively, including literature research, bibliometrics, webometrics, comparative analysis, mathematical modeling, data mining and visualization methods, and empirical analysis. Based on that, this paper pays much attention to the integrated evaluation system and the management innovative system of academic journals.The introduction of this paper covers the history, status, characteristics, and problems of academic journals evaluation at home and abroad. In the main body of the paper, we first sort out and recognize the related concepts of academic journals, including the connotations and characteristics of academic journals, the connotation and development of academic journal evaluation, as well as the function, types, principles, content, and system of academic journals, and the connotations and contents of academic journals'management. Furthermore, this paper analyzes the relationship between the evaluation and management of academic journals. Moreover, this paper describes four theories related to academic journals, including quality theory, efficiency theory, evaluation theory and model, and management theory and model.Based on the four theories, this paper describes a general method of establishing the evaluation indicator system; describes the current situation of domestic and foreign academic journal evaluation in terms of criteria, indicator system, and its characteristics; analyzes the existing problems of China's academic journal evaluation system as regard to evaluation criteria, notions, practice, and system; and proposes corresponding strategies and measures. This paper proposes the quantification principle, random distribution principle, identification principle, core elements principle, and classification and comparability principle for evaluating an academic journal. What's more, this paper analyzes three hierarchies of academic journal evaluation system, which are based on multi-view, the number of indicators, and quality. Based on recognizing the way of establishing academic journal evaluation indicator system, we have constructed quality-efficiency-based evaluation systems for traditional journals, electronic journals, and OA journals, and conducted an empirical research on the quality and efficiency of academic journal evaluation from four respects.On this basis, this paper focuses on the quality control and dynamic management mechanisms of academic journals, explains the connotation and elements of these mechanisms for three types of journals, and designs the quality control and dynamic management models respectively, from the point of view of the stakeholders of quality evaluation management, according to their respective publishing workflows. Finally, we construct quality-efficiency-based evaluation system and management innovative system of academic journals, which are divided into two subsystems and contain 7 primary indicators and 21 secondary indicators.
