Performance evaluation is a hot topic that colleges have generally emphasized and investigated. Scientific, efficient, and convenient performance management is of great importance to personnel departments of colleges. In response to the requirement of Suzhou Vocational University’s performance evaluation management, a performance management information system was designed based on network environment. The system took advantage of the integrated campus network and adopted the B/S architecture and advanced.Net technology development platform. It mainly involved research performance evaluation, lecture performance evaluation, general management performance evaluation, and finally system maintenance. It implemented the information registration, evaluation, summarization statistical analysis, and inquiry functionalities, and etc related to college faculty performance evaluation, which provides a highly efficient information management platform for college internal human resource management.In developing the performance management information system, this paper performed in-depth investigation as well as practice on UML-based requirement analysis, system modeling, system design, and implementation. The major contribution of this paper is listed as follows:1. Based on the current available performance evaluation system and campus network resources, a college performance evaluation management system was developed, which included user management, research performance management, lecture performance management, general management performance management, performance verification and summarization and inquiry, user management, and data maintenance, and other sub-systems. 2. Based upon UML and software engineering design methodology, this paper also built the static and dynamic models for the performance management information system.3. This system adopted the B/S architecture and took advantage of the tri-layer (including representation layer, business logical layer, and data access layer) structure development mode. The general faculty login system can be used to process performance registration, inquiry, account password change, user message and other operations. The manager login system can be used to process performance verification, user account management, user message management, data maintenance, and etc.4. In system development, the system technological feasibility and security strategy were taken into consideration.
