Vehicle Monitoring System is a new field integrating GPS(Global Position System),GIS(Geographical Information Systems) and wireless communication technology.From the system perspective, Vehicle Monitoring System considers the following four factors:people,road,vehicle and environment.Monitoring the vehicles can effectively reduce road congestion and vehicle traffic accidents. Therefore, Vehicle Monitoring System has become a major tendency of modern traffic engineering.In this paper, based on understanding development status of the B/S structure of Vehicle Monitoring System at home and abroad,to solve these problems of current B/S structure Vehicle Monitoring System:interface is not beautiful and its layout is pretty difficult, browser compatibility is poor, functions is faulty and so on, using Flex technology for Vehicle Monitoring System solved these problems effectively.In this paper, design hardware and software architecture to Vehicle Monitoring System,then divide the Vehicle Monitoring System into four subsystems, according to interface and functions divide every subsystem into six modules and each module in detail design; in the faction of history of track playback,increase the Trace Player and the two-dimensional graph of vehicle’s time and speed, so the user can understand the changes of trajectory and speed at the same time, the user also can adjust the speed of the track playback as needed; in Area Monitoring proposed the improved ray algorithm to determine the location relationship of point and polygon. After that, a full range of test is done to the System.
