With the development of economy, the number of working motor vehicles and transport activities are increasing and emerged a lot of illegal transport phenomena, which burden the cost of management and risen the risk of the transport vehicle’s employment.. In order to more sophisticated and intelligent manage the vehicles, this paper studies the combination GPS(Global Positioning System, Global Positioning System(GPS) with the communications equipment, we developed the vehicle monitoring management system based on the GPS. An efficient vehicle route calculation method- time window based on genetic algorithm is studied, That is used to calculate the vehicle routing in system management systemThis article began investigating the GPS technology and the development status of vehicle monitoring system, and communicating with the vehicle management department. we analyze the various requirements of vehicle management of vehicle travel, functional requirements. We employee the requirement of the user cases and detailed analysis of the system, etc. Then system architecture and implementation of the visual vehicle monitoring system technology are given that based on the basis of requirement analysis: the MVC framework based on Java implementation logic service module, the rich client architecture of Flex interface technology realize interaction interface module. At last, the algorithm of vehicle intelligent management are analyzed, the system database are designed. We complete system development according to the system preliminary design and detailed design, and the system test was carried out.The vehicle monitoring management system based on GPS has strong expansibility, compatibility and security, real-time monitoring and intelligent analysis of integrated vehicle electronic management system.
