In recent years, with the fast development of social economy, the number of vehicles is increasing so rapidly that the city traffic becomes more and more congested, the phenomenon that traffic accidents happens and vehicle being stolen becomes more and more common, which has a bad influence on people’s life. Moreover, it is not easy for the operating company to manage vehicles in operation. The phenomena of three exceed and without permission also bring trouble to the operating company. The vehicle monitoring system is the comprehensive vehicle management system, a combination of GPS technology, GIS technology and wireless mobile communication technology. Therefore, combining the "Intelligent public transportation service platform" of a company, the thesis discusses how to design and realize effective monitor and management by C/S structure based on the GPS vehicle monitoring system. The main research contents are as following:Firstly, based on the analysis of the design principle and functional requirement of vehicle monitoring system, the thesis introduces in the overall structure, working principles, composition and data flows of the system. Monitoring system adapts data access layer, processing analysis layer, business service layer and business presentation layer to strengthen systems expandability and realize modules’high cohesion and low coupling. At the same time, this thesis introduces in detail the main functions of modules and the connector design of every layer as well as optimizes query efficiency of historical data with the partition table technology.Secondly, this thesis gives the detailed design and realization of data access layer, processing analysis layer and business presentation layer. As one of the focus of this essay, the data access layer mainly makes research on how to rapid response to lots of terminals’concurrent connection requests. The thesis uses IOCP (completion port) to optimize the facility access service of the module. It aims at information positioning, multi-terminal access, resource management optimized and statistics correctness in practical application and adapts parameter extension, buffer list, memory pool and subcontracting strategy to solve effectively for better performance of the completion port, In addition, using data forwarding module, GPS information service module and the command service module to realize effective separation of data and provide better service for other parts of system and realize command data directional issued. Processing analysis layer realizes unified modular treatment of data to reduce the stress of business presentation layer and realizes these business processing capabilities including real time setting, data exchange, speed limit classification, place names resolution, advertisement distribution and taxi electric recruit. Business presentation layer is to provide monitor personnel with good UI interface, including real-time GIS monitoring, track playback, alarm analysis and processing, scheduling information management, vehicle safety management and value-added service.Finally, combining with the system functional requirements analysis and overall design, this thesis design the test plan to realize the function test of the vehicle monitoring system. Experiment results show that the design of vehicle monitoring system has good performance and stability. At present, this system has been in the stage of practical application, and more than 200 cars from taxi companies of several cities are online operation monitoring. In the process of actual operation, the system presents the good stability and performance.
