The personnel files play an important role in personnel management and sociallife. A long time, the personnel files are subject to people’s attention. Thedeveloping of a market economy, the function of personnel files gradualweakening because of the movement of people and job opportunities increase, oneof which is "abandoned file" phenomenon. The occurrence of phenomenon of"abandoning file" is a prominent issue in personnel files management field and thereason is personnel file management system being not very consistent with therequirements of the market economy and the cost of the personnel file maintenanceis out of balance significantly with the utilization benefit. Personnel files it selvesalso contain many problems.“abandoning file” personnel themselves do notunderstand the personnel files as well as" illegal re-filing”. The above reasons arecaused the phenomenon of “abandoning file” becoming increasingly intense.Thecountermeasure of “abandoning file” is to reform the personnel file managementsystem, strengthen the use of the personnel files, cancel the unreasonable charges,improve the content and function of the personnel files, disseminate the knowledgeof personnel files to the social staff, educate them and limit the "illegal re-filing,""detaining file” behavior strictly.
