The main objective factor of IPTV development is the rapid development of broadband optical networks. Because of the continus investment in fixed network from the communication service providers, a good basis for IPTV service is founded. And as the pushing of investment and’optic in copper out’ strategy, it provides a reliable environment for expanding IPTV user groups. In 2012, the competetion is increased; the RFTs who have conditions speed up the network construction and develop broadband. In recent years, A telecm services provider gradually increasing the intensity of IP metropolitan area network construction, through the Service Control Layer construction, expansion trunk circuits bandwidth, optimize network organizational structure, network of a telecm services provider’s IP network quality has been improved significantly.A telecm services provider broadband users in recent years constantly grow fastly. As "broadband speedup plans" gradually promoting, user access bandwidth is also significantly upgrading. A telecm services provider must seize the IPTV business development opportunities, reform network structure, and accelerate the pace of network construction. This thesis is based on a telecm services provider’s MAN structure, analysising the situation, estimating traffic, proposing a renovation programme. Programme needs to decrease the levels of the frame, different the quality, and center the control. As to the QoS, we should provide the levels of the services, especially video services. The VLANs should be config accordint to the access mode, due to the progeamme, reaching the needs of IPTV services. At the same time, it directly proposes an IMS based framework reform programme. IPTV services is based on the NGN-based IMS structure, and refers to TISPAN IPTV frame, in order to conbine the NGN.During the development, Business is the key to survival of future industries. Though telecm services provider has a large number of traditional mobile and fixed-line businesses, digging network potential, promoting the value-added business is drive-power. A telecm services provider existen networks can be optimized and adjusted to fit the development of IPTV business. The thesis discusses the construction of IPTV framework; points out that using IMS-based IPTV services will protect investments, conducive to the future development of construction models.
