With the development of the society, the number of volunteers is mushrooming in recent years. The volunteers organizing changed from dispersed small organizations to a large-scale social organization, and the management approach changed as well. In order to better manage volunteer services, VBC(Volunteer Bureau of Changde city) purchased a set of volunteer training management system in recent years, and managed volunteer services via BBS. However, sharing data in the system is difficult which made it cumbersome when allocating job across districts and organizations. Ultimately, this wasted volunteer resources. In the long run, with the increasing proportion of volunteers’ participation in social activities, the volunteer service should be more diversified. Meanwhile, the demand for scalability expansion of management systems will increase dramatically. Thus the top priority for VBC is to set up a system that can both meet the demand for data sharing and manage the volunteer services effectively as well as meet the business needs elastically.First, the VBC’s volunteer service management’s current situation and current problems it confronts are studied, which specified the development value of the SOA-based system. On this basis, discussions of the core system function of the voluntary service management system and the business procedures are assessed. The business procedures include volunteer application, backstage process management, management procedure of volunteer service status, and other specific jobs. Upon doing so, the system’s structure is examined, and the core subsystems in volunteer service management system, such as the volunteer management subsystem and platform management subsystem are designed. The main issue is how to integrate subsystem integration (volunteer service subsystem, the administrator management subsystem and platform services) based on the SOA structure via Web Services. Finally, the system’s practical application and its scalability are analyzed.
