The digital publishing has been the main form in the press. Digital publishing has been the theme of the60th Frankfurt Book Fair instead of traditional publishing. The total output value of digital publishing came to79.5billion in China, which has been surpassed the traditional publishing’s. The digital publishing and its talents strategy has been incorporated into the national plans.The most important factor in the development of digital publishing is high-quality professionals. Basically, the competition among companies is the competition among high-quality professionals. Definitely, the restrictive factor for the longer-term of digital publishing is the lack of talents.The construction of digital publishing talents squad is a hard and complex project, including technique demands, traditional demands, operational demands and so on. We are supposed to think and analysis comprehensively through the human resource developing theory, providing theoretic supporting for the selection, cultivation, motivation and checking of digital publishing talents.This paper does some research about competency on the background of company X. The transitional competency model of the digital publishing manger is established on the analysis of the developing strategy, culture and specific job responsibilities of company X. Then the final competency model is made through the all-around questionnaire and the adjustment, sort and amendments to the transitional model. Some individuation describing to competency are given according to the feature of digital publishing. The competency model includes the following four group:The cognition group:professional expertise and skills, tracing forward development, analysis and judgment, the ability to learning;The management group:resources integration, dialectical thinking, team integration, strategic thinking, training subordinates, motivation;The aid and service group:adhere to customer-centric, communication and coordination;The goal and action group:making plan, achievement orientation, cultural conflict thawing.In the end of the paper, some suggestion are made about how to put the competency model into human resource management.
