City culture has been unprecedented attention since Chongqing became amunicipality. Meanwhile, in the October15,2011in Beijing Communist Party of Chinaheld the17th Central Committee at its sixth plenary meeting also clearly stated that"deepen cultural restructuring, promote development and prosperity of socialist cultureand a number of major issues", This resolution reflects the culture and the competitionin overall national strength has become increasingly prominent position androle. Contact the party’s " The12th Five-Year Plan " in the development of new industryrequirements, I believe that the government is trying to find a new mode ofdevelopment of cultural industries, cultural industries development efforts will includepublic investment projects. For the new media industry, this is a golden opportunity fordevelopment. Combined with a strong culture of Chongqing city construction efforts,we can interpret from the communication of scientific theories proceed find exploreadvanced means of communication, new media, the courage to enable new mobiletelevision, first in other cities, an advanced mobile phonetelevision industry strategy.This paper aims to use radio and television arts and communication theory, imagebuilding in Chongqing and emerging cultural industries put forward developmentproposals. This first chapter introduces the research background, purpose andsignificance of research, research methods and content structure; second chapteroutlines the relevant domestic and international media on the mobile TV theory andempirical research; chapter introduced the use of government for the past two years,new media and the support of cultural industries policy, coupled with the city ofChongqing to build the image of the communication theory, the instructions to enablenew media and communication strategies need; Chapter mobile TV as the image of theconstruction of Chongqing new media channels, a brief introduction of its conceptsand The current development of Chongqing; and highlights in the new media networksand multimedia terminals form of development, the "explosive spread" could be thedevelopment of mobile TV transmission; Chapter to the development of mobile TV as amedium to build the image of the city of Chongqing communication tools, explosivespread of mobile TV as a means of communication, its feasibility study and the specificcommunication strategies and inferences; Chapter VI outlines the development ofmobile TV industry in Chongqing for the impact. The paper hopes to forward-looking perspective, the derivation and interpretation ofthe theory, put forward a new innovation available for the government to adopt newmedia development programs. The ultimate goal of the article, not only for culturaldevelopment in Chongqing, the city’s image and put forward feasible suggestions tobuild, but hoping to theory and related empirical research, based on the construction ofa new cultural industry development.
