With the rapid development of economy and the continuing improvement of people’s life level, more and more people begin to concern about the improvement of people’s quality. The early education of0-3year old children plays an important role in one’s growing up, because many people’s abilities such as personality, habit, morality, reading and thought are developed during this time. However, in the western village’s community, most of parents know little about the right perception and means of the early education.This essay uses questionnaire survey procedure (random sampling of the whole and the groups), case methodology and literature analytic method, taking the example of A, B and C villages, to analysis the present situation, existing problems and its reasons of the early education of0-3year old children in western villages. Based on this, the socialists involved in the early situation of children in western villages adopt Group social work, which is designed according to the requests of the parents in western villages. Group social work aims to invite the early-education expert to tutor and train the children and parents. We formulate the specific work plan of Group social work, put forward to set up "parents class", connect with more sources, set up " early developing center of children", improve social living environment and gain the support of the government to solve the problem of the early education of0-3year old children in western villages.
