Community governance is the key and difficult point of social governance.In the context of the current social governance,the exploration of differentiated and targeted governance models of heterogeneous communities has become an important issue in the study of community governance.As a unique type of community,the social contradictions and management system of "urban villages" are extremely complex and typical.Its governance problem has always been attached importance to the academic community and society.Under the policy initiative of innovation in community governance,the government has been pushed to purchase social organization's service and the community governance framework is reconstructed with the intervention of professional community social work.In Guangzhou,the birth of social worker organization and family integrated service center was directly promoted and acted in the community.Thus,how can social work intervene in urban village community governance? What can be done?Based on this problem,this article studies the operation of social work organizations in the innovation context of community management in Guangzhou's "urban villages".Through the service practice and participatory action research of the Y Street Family Integrated Service Center,using research methods of literature analysis,participation observation,and in-depth interviews,this paper analysis the boundary production strategies of social workers in the process of community service delivery,reveals the dynamic mechanism,operation characteristics and practical effect of social work in urban villages and explores the unique model of "urban village social work",in response to the theory of multi-governance community governance and the development of "specialization and localization" of Chinese social work organizations at present.The study found that social work is in the position to fill the gap in the community governance structure of urban villages.The mode of participation ingovernance is service-oriented governance,and governance practices are still in the preliminary exploration stage.Faced with the problems of urban villages and the diversified service needs of residents,the social work organizations under the guidance of the “community-based” integration model are conducting services from the themes of “cultural heritage,residents integration,environmental improvement,and information provision”.On the one hand,the social work organization carried out a service-oriented governance function that aimed at the needs of residents and then conducted specialized construction in professional functions,professional role-setting,and professional technology application.On the other hand,based on the special circumstances of China's urban villages,social work organizations have carried out localization adjustments in comparison with Western social work in the practice orientation,value ethics and relationship between government and society.While the social work in urban villages has achieved initial community service effectiveness,it will continue to work hard in the future in the construction of professional autonomy,the maintenance of community relations,and the improvement of the macro social environment.
