The Rural Distance Education Project is a short for modern distance education project in rural primary and secondary. It is a far-reaching work undertaken by the country to promote urban and rural high-quality educational resources sharing, and improve the quality and efficiency of rural education. This thesis explores the Rural Distance strategic performance evaluation index system through a summary of the preliminary studies,, presents the Rural Distance strategic performance evaluation of each index mutual influence hypothesis, establishes the Rural Distance strategic performance evaluation model (hereinafter referred to as the "model"),and complete validation of the’model’through the survey research. Finally, I use this model to analyze performance, and identify factors that affect the strategic performance to propose a solution.Firstly, the paper explains the significance, contents, methods and the thinking of research, and describes two different definitions called performance evaluation and strategic performance evaluation of the Rural Distance Project through the summary of research. Based on the design ideas of application indicators of the Project, the second chapter starts to set up the strategic performance evaluation index system, which provides specific theoretical basis for building the model. In this section, it selects a strategic management tool called Balanced Score card as a theory of building this index system, and determines the strategic indicators of the Project through the analysis of the strategic objectives. The third chapter elaborates the specific process of model building, that puts forward the corresponding assumptions in accordance with the strategic indicators, and then using the theory of structural equation model to draw the primary path diagram of the model. Chapter2and3is the focus of this article which describes the building process of the model. It needs collecting information for model validation, so the forth chapter makes a statement of the specific design methods of investigation plan and the implementation process of survey. Chapter5is the other key in this article, which is about validation, evaluation and application of the model. In this chapter, The SPSS is used as analyzing the strategic readiness of the Project in Hubei region. AMOS is used as marking the path coefficients between the various indicators, selecting data of Mode3to verify the availability of the model. The availability of the "model" in which the indicator is the main factor influencing the strategic performance.The sixth chapter analyzes the problems existing in the levels of indicators firstly, and then proposes some measures to improve the strategic performance of the Rural Distance Education Project. It sums up some problems and shortcomings existing in this research process at the end of the paper.
