Studying the issue of waifs and building a multi-level and three-dimensionalsocial support network for them are of significant importance for maintaining socialstability and promoting justice and harmony.In this article, we choose Kunming, a multi-ethnic western hub city, as fieldpoint, and rely on Children’s Relief Service Center of Jiaxin Community, YunnanProvince, a comparatively larger children relief agency in Kunming at present forresearch. Based on the concept and method of modern social work, using socialsupport network, social exclusion, social integration etc. as theoretical support andqualitative research method, we explore how to build a social support network that isreally helpful to street children and offers practical help to their problems anddifficulties.This study probes into social support network for waifs from a professionalperspective. Its main content are: first, explore the reasons for street children’swandering and the social exclusion they encounter in the process. Many reasons canlead to the generation of waifs, but disorders in family function combined with familyexclusion are the root reason for vast majority of waifs. Second, observe the socialsupport situation for waifs in their wandering process. In social support network forwaifs, government occupies the dominant position, and social support system andindividual self-support system are built under the approval of policy. Currently themainstream pattern for the relief and protection of waifs in China is institution reliefbased on relief centers. Third, analyze the attitude and approval of street children tosocial support. Through the analysis of waifs’ positive or negative response todifferent sources of support, it hopes to be conducive to relevant social policy-makingconcerning street children and to social work practice for the growth of waifs. Fourth,investigate street children’s social integration mode from various aspects, such asemotion, behavior, psychology and culture, and realize equality and mutual respectamong waifs through vacancy thinking. At last, offer some suggestions to socialpolicy and social work practice. The government should increase their effort in rescuing abducted children and find a proper place for them; maintain the normaloperation of relief stations, and guarantee their life; change the situation thatinstitutions cannot effectively settle street children; exercise professional social workmethod to create a sound environment for street children.
