China's New Rural Medical Security System Research

With the rapid development of rural modernization and deeper new ruralconstruction, the problem of farmers-medical insurance has become a serious obstaclein our country. Therefore, we should improve the new rural medical security systemfurther, and it will be very helpful to reasonably define the government’s duty in therural health care failure market, to speed up the rural public health and medicalsecurity undertakings of healthy development. In2003, the State Council began tocarry out the new rural cooperative medical system, firstly pilot and graduallypopularized. In2008, the new rural cooperative medical system almost cover with thewhole rural area, the rate to see the doctors and the rate to be in hospital of thefarmers who took part in the system improved greatly. The economic burden to seethe doctors mitigated. The farmers’ poverty situation has gotten better off due toillness.Although in recent years the work of new rural cooperative have made a stableprogress, and have achieved some results, the new rural cooperative medical systemdidn’t give the poor people a good care. Rural poverty population have no ability topay medical expenses participation and cooperation, even with the governmentsubsidies, they can’t afford their own share. Rural existing health service ability alsocannot satisfy the peasants’ needs, basic sanitation is relatively weak, and some poorfarmers’ ill cannot get seasonable cure, Medical relief funds have no reliable resources,and it’s hard to guarantee rural residents’ basic medical, which can affect theeconomy’s long-term sustainable development and the goal to realize thecomprehensive construction well-off society. Therefore, the research to implementand improve the new rural cooperative medical care and rural medical assistancesystem is an important social issue.In the formulation and operation process of social security policy, the developedcountries have formed many social security including rural social security theories,and formed a relatively perfect social security theory system and social securitysystem. In recent years, Chinese academic circles have also centered on the new ruralcooperative medical care system in multi-angle, comprehensive research, and formed a suit of workable new rural medical security theory, but in the systemimplementation process appeared many problems. This paper is to review and sum upmy own opinions, in order to give a reference to deepen the study of new ruralmedical security system, to improve the new rural cooperative medical system, toestablish the independent rural medical assistance system.This thesis have a strong theoretical support which comes from domestic andoverseas social security theory, rural medical security theory, urban medical securityinsurance and medical relief theory, medical insurance fundraising theory. First of all,the paper reviews the history and status of the rural cooperative medical care system,summarizes experiences and lessons of the rural cooperative medical care systemoperation in different periods. Secondly, the paper analysis the other country’s ruralhealth care patterns in different level of economic development and different system,and summarizes the successful experience of each country and developing track ofcommon ground, in order to further perfect our country’s rural medical security toprovide experience for reference. Thirdly, the paper analyzes the establishment ofmedical policies and medical aid policy of Chinese new rural cooperation, the factorsand problems of policy implementation and policy adjustment in details, and toimprove the new rural medical security policy of countermeasures on this basis.Finally, there are the innovation points, to analyze the present situation and necessity,and to discuss how to make organic combination of both the new rural cooperativemedical and rural medical relief according to their characteristics, and to constitute amultilevel, high-level new rural medical security system.
