Study On Models For Rural Medical Security System In China

This thesis mainly looks into model for rural medical security in China .The traditional rural cooperative medical model of our country has a low coverage; a majority of rural inhabitants have to pay for the medical costs by themselves. Some problems such as becoming poor and returning to poverty caused by diseases are outstanding in some rural areas. Effective medical security system is urgent to be established. The author proposes rural medical security system with different models be set up because of the great differences in economic revenue, medical consumption, concept and culture in different regions of our country. This thesis firstly analyzes the situation of the model for our rural medical security system. Traditional rural cooperative medical pattern faces dilemma, for example, it only covers 9.7 percent rural inhabitants, and most of them have to pay for their medical costs by themselves. After analyzing the reason why our traditional rural cooperative medical model faces dilemma, the author thinks that the traditional model is not suitable for the social and economic conditions in rural areas. We should build up the rural medical security system to prevent rural inhabitants becoming poor or returning to poverty because of their diseases and to improve their health level. Therefore the government has built up new rural cooperative system with the purpose of solving the rural medical security problems. It is impossible for us to build up unified rural medical security model because of differences in different regions. The condition has existed in the development of multi model for rural medical security system.According to the division of our three economic regions, the proposals include: the establishment of multi-kind medical insurance models is suitable in eastern region, which puts rural hospitalization insurance first; new rural cooperative medical models accomplished by other medical insurance system should be set up in middle region; medical assistance models should exist in areas in poor economic conditions in western region.In order to develop rural medical security system with multi model better, the author puts forward such policies and suggestions: choosing suitable rural medical security system pattern in line with their conditions; keeping the stability of rural medical security; specifying government's responsibility in rural medical security; doing well in medical assistance for the poor in rural areas; promoting reform of rural health organizational structure; regulating medical market in rural areas.
