The Research On Advancing The New Rural Cooperative Medical System In Liaoning Province

The New Rural Cooperative Medical System is an important component of social security systems.The establishment and development of it has great significance in improving the level of farmers to against the risk of major diseases and their health,and in promoting socio-economic development in rural areas.With the deep into China's rural economy's structure reform,it is more urgent to build up a sound and comprehensive social security system in rural areas.In 2004 Liaoning Province started trying to carry out the New Rural Cooperative Medical System,with the continued exploration it has achieved some success and play a positive role in alleviate the farmers' poverty due to illness.But at the same time, there are still some problems affecting the participation and satisfaction of farmers.Therefore, the study of Liaoning's new rural cooperative medical care system and seek to the measures to promote smoothly,not only has great significance in raising the level of medical care and improving the situations of medical services in rural areas,but also played a positive role in the promotion of rural socio-economic development and can narrow the urban-rural gaps.In this paper,we studied the current situation and problems of New Rural Cooperative Medical System in Liaoning,from the point of the theory of public goods,using of theoretical analysis,comparative analysis,balanced analysis and case studies and other research methods. We introduced the Developing Status of the New Rural Cooperative Medical System in Liaoning Province,from the organization and management,funds operation and the effect of the policy running.Pointed out that there are still some problems in some respects,with some of its achievements acquired.For example,there are some problems in the policy of compensation,management mechanism,the farmers' wishes of participation,and the poorer rural medical and health system.From the point of supply of public goods to analysis the New Rural Cooperative Medical System deeply,make sure that as a quasi-public goods,the supplier of the New Rural Cooperative Medical System should be the government.But at the same time,the market and social forces also play the important role in the supply areas of the New Rural Cooperative Medical System.After the analysis of current implementation status and obstacles of New Rural Cooperative Medical System in Liaoning Province,by drawing the advanced experience both at home and abroad,we give some countermeasures and proposals from the aspect of setting up publicity and guidance,improving the financing mechanisms and compensation mechanisms,the implementation of information management, building a multi-supply model,and improving the areas of supporting measures.In the end of this article we selected Jinzhou district of Dalian as a case,through the analysis and evaluation,to further describe the significance of New Rural Cooperative Medical System in Liaoning province.
