Medical security system is an important part of a social security system with the widest coverage, most inclusive content and the most complex mechanisms, and is thus of fundamental importance in China's social security system. In 1883, the German Government promulgated Health Insurance Act, the first compulsory health insurance system in the world. With China's social and economic development, and the market economic system continuously deepening and improvement, the current public medical insurance, labor insurance and rural cooperative medical systems became less and less effective to meet the demand of social and social development. In 2001, the basic medical insurance system for urban employees was established in Chongqing and has been gradually extended. In October 2003, the new rural cooperative medical system led by the Government started in the rural areas.It is nevertheless subject to unfavorable factors including the economic conditions of villagers, the public financial constraints, medical service capacities, and therefore became problematic, institutionally as well as managerially. While the achievement is fully recognized, it is urgent to reflect on and solve the main problems of new type of rural cooperative medical care system and thus enhance its functioning as an important part in the medical insurance system of Chongqing.This paper is an attempt to analyze Chongqing's new rural cooperative medical insurance system from the perspective of security and medical care and financial relationship on the basis of systematic analysis and public policy theories by combining theory and practice methodologically, It reviewed basic theories of medical security and then the background, establishment and development of Chinese rural cooperative medical system, followed by an introduction of the basic characteristics of the country's current new rural cooperative medical system. It drew on the current status of Chongqing's new rural cooperative medical system and analyzed its major setbacks, such as limited financial capacity, funding decentralization, ineffective medical supervision, unreasonable subsidies, managerial incompetence, absence of guidance, and lack of locality. It therefore proposed expanding the participation scope, enhancing coordination, increasing funding levels, improving medical supervision and strengthening IT capacity so as to further strengthen management of the new rural cooperative medical insurance system.
